J. The Order authorizing the disbursement of payroll, self-funded insurance claims, debt service, and utilities.
K. The Rental Agreement with Applied Concepts, Inc., DBA Stalker Radar, for Constable, Precinct 3 equipment.
L. The contract with John Sisk Auctioneers, Inc. for Auction Services for the Sheriff's Office and the Road & Bridge Department.
M. The Excavation Permit Application for Union Wine Road, Precinct 1.
N. The Resolutions in Support of Guadalupe Regional Medical Center’s Request for support in seeking a grant for the construction of a stand-alone medical professional building in Guadalupe and Wilson Counties.
7. ACTION ITEMS: Discussion and possible motion relative to:
A. The Tax Abatement Agreement between Guadalupe County and CloudBurst Texas, LLC.
B. The Order Expanding Palomino Alpha Reinvestment Zone #1 in Guadalupe County.
C. The First Amendment to the Tax Abatement Agreement between Guadalupe County and Palomino Alpha, LLC.
D. The First Amendment to the Development Agreement with Palomino Alpha, LLC.
E. The Order Prohibiting Outdoor Burning.
F. Review the bid tabulation and award recommendation for IFB 26-08, Bridge Construction - Cottonwood Creek Road.
G. The Software and Services Purchase Agreement between Cities Digital, Inc. (CDI) and Guadalupe County for the purchase and installation of ArcGIS integration with Laserfiche software, and authorize the County Judge to sign the agreement electronically.
H. The Order to Advertise and Request for Proposals for RFP 26-12, Guadalupe Street Phase 1 Sewer and Water Expansion.
I. The Capital Projects Fund Bill List.
J. Budget Amendment #26-38: To transfer funds out of the Road & Bridge small tools line to controlled assets for one Go-Pro camera kit and two optical levels.
K. Budget Amendment #26-39: To certify revenue from donations received and accepted by Commissioners Court.
L. Budget Amendment #26-40: To establish the FY26 Capital Projects budget for the remaining amount of the Schertz Building (Elbel) remodel.
M. Budget Amendment #26-41: To transfer funds from the Constable Precinct #3 capital outlay equipment to software site license and repair equipment to cover the cost of the Evidence 5-year license and 49-month warranty.
8. STATUTORY SUBMISSION TO THE COMMISSIONERS COURT: The following items are statutorily required to be submitted to the Commissioners Court. No action will be taken.
Pursuant to Article 28.0055 of the Texas Code of Criminal Procedure, the 2025 Racial Profiling Report submissions by the following law enforcement agencies:
- The Guadalupe County Sheriff's Office;
- The Guadalupe County Precinct 1 Constable's Office;
- The Guadalupe County Precinct 2 Constable's Office;
- The Guadalupe County Precinct 3 Constable's Office;
- The Guadalupe County Precinct 4 Constable's Office;
- The Guadalupe County Fire Marshal's Office Full Exemption; and
- The Guadalupe County Attorney's Office Full Exemption.
9. Announcement of Upcoming Guadalupe County Public Events.
10. EXECUTIVE SESSION: In accordance with Chapter 551 of the Texas Government Code, Subchapter D, the Commissioners Court will convene in a closed session to discuss the following items, and any final action or vote will take place in public:
